ITANAGAR, Jan 24: Papum Pare stayed in title hunt after a 4-
Pisa Martin scored two goals while Loyi Kena and Taba Rakesh scored a goal each.
The match started with Papum Pare in the attack from the very beginning creating many opportunities in the first five minutes but could not score. In the meantime, East Kameng got a golden opportunity to score when one of the players of the team found himself alone with the goalkeeper, only to hit the goal post.
It was Loyi Kena, who found the net in 18 minute to give Papum Pare the much needed breakthrough. Martin added two more goals in 26 minutes and 37 minutes. East Kameng put up a brave fight in the second half but could not score due to poor finishing and lack of coordination among the players.
Taba Rakesh netted the 4th and final goal of the match few minutes after the second half to seal the victory for Papum Pare.

ITANAGAR, Jan 24: The three-
The main attractions of camp were activities like, river rafting, angling, trekking and night camping. The first day of the camp was attended by ANSU General Secretary Arjun Panye and District Sports Officer (DSO) Anjaw Mala Linggi.
Arjun urged young students to take up adventure sports as a viable career option as this sport has lot of scopes in Arunachal. Advising the students to abstain from alcohol and tobacco produces, he asked them to concentrate in career building. In her address, DSO Mala Linggi appreciated organizer for coming up with brilliant idea of organizing such adventure sports camp. She urged them to organize more such event in future as it would offer opportunities to the students to understand the intricacy of adventure sports.
The resource persons included, Ninung Dai adventure sports specialists, Dr Nabam Peter and Chukhu Mama Tourism lecturer (RGGP).
The students were taught about basics of adventure sports during the camp.
Tarh Eha, general secretary of Arunachal Adventure Sports and Tourism Club, the organizer of event informed that main idea behind organizing the event was to promote adventure sports in Arunachal.

Unlike the past Governors, who limit themselves to the comfort of Raj Bhawan and fly regularly between Itanagar and Delhi, Gen Singh brought about new change by spending more time in Arunachal. In fact our MLAs spend more time in Delhi than Governor. Also Raj Bhawan has been made more accessible to the ordinary citizens during his tenure.
Some of the most important contributions of Gen Singh towards Arunachalee people
are, his initiative for early completion of Ranaghat Bridge over river Siang, starting
of Arunachal Scouts regiment by Indian Army and setting up of bamboo processing centre
at Poma village. The 763.50 meter Ranaghat Bridge, the foundation stone of which
was laid almost 20 year ago was not being completed as per schedule. With agency
responsible going easy, Gen Singh after visiting the site many times threatened to
take strict action against all those officials responsible for inordinate delay.
His pressure on Gammon India Ltd, the builder of the Bridge worked and finally the
bridge was completed. The Bamboo processing centre at Poma village, the first of
its kind to be set up in Arunachal was established under his guidance. The industry
was started to make use of natural resources for the benefit of the local villagers.
Today, the bamboo processing centre is providing job opportunities to many locals
and helping them to sustain life. Beside, Governor JJ Singh has always made sure
that he visits all those interior places which were neglected by state govt for quite

of infighting within ruling Congress party, the Governor never interfered though

Tourism can boost Kurung Kumey’s economic development: Tuki
KOLORIANG, Jan 24: Chief Minister Nabam Tuki today called on the people to focus on tourism as a sustainable source of employment and revenue generation to give a boost to the development of Kurung Kumey. Kurung Kumey is considered as one of the most backward districts of Arunachal Pradesh.
Inaugurating the Kurung Kumey Youth Festival 2012 at Koloriang, Tuki reiterated his message for peace and development. He said the attitude of youths towards the outside world has to change for good and festivals such as this provides an opportunity to develop the self and imbibe discipline in all fields of life.
“Festivals of all hues should not be taken only as an avenue for entertainment but should be utilized to bring in a change in mindset. Festivals, especially those organized by youths for youths, should mark the beginning of a broader vision and outlook encompassing and accepting everyone,” he advised.
Further calling on youths to create self employment avenues, the Chief Minister assured Government support in sectors like horticulture, agriculture, medicinal plants, small scale industries. He also persuaded the people to slowly give up jhum cultivation and opt for more viable and profitable cultivation of cash crops.
Responding to several memorandums submitted during his maiden visit to the district headquarters, Tuki assured to upgrade the Koloriang Community Health Center to a District Hospital. He also assured to take up the matter of upgrading the Sangram CO headquarters to SDO headquarters in the next Cabinet sitting besides impressing upon the Central Government to declare the whole of Kurung Kumey as a backward district in order to avail special packages for its development.
He announced Rs 50 lakhs each for construction of an approach road to the Koloriang Circuit House and its extension including a conference hall respectively.

PASIGHAT, Jan 24: Indiscriminate extraction of boulders from Siang river bed at Raneghat is slowly causing Siang river to change its course which may pose great threat to the people living at downstream. The matter was already brought to the notice of the authority, but to no avail.

large numbers of villages, including Sigar, Ralling, Mottum, Kiyit, Borguli, Seram,

The local people were seriously concerned over unscientific quarrying rampant in the river bed for the last several years which has resulted in change of course by the river. The authority has no control over the illegal activities.
“The administration, despite repeated pleas, has not yet initiated any action against the unscrupuous traders,” rued Yung Tayeng, an Anchal Somiti Member of Borguli. The same opinion was echoed by some local Gaon Burahs, who have criticized the inaction of the district administration to stop the indiscriminate quarrying in the river bed.
While visiting the left bank of Siang at Raneghat portion, this correspondent saw rude and unscientific extraction of boulders, gravels and sandy materials from the riverbed. The river is gradually changing its course towards the left bank. It is going to erode the left bank to make out space for its new course.
Siang is a major tributary of mighty Brahmaputra in Assam. Due to rampant boulder excavation from river beds, huge volumes of sediments from the geologically fragile Arunachal hills are carried to downstream, causing frequent change of river courses in Assam.

training cum workshop on School Management Committee (SMC) and Head Teachers of various

More than 60 participants including chairpersons, member secretary and women representatives of SMC of different schools took part in the workshop which was held under the guidance of Kurung Kumey deputy commissioner cum DPD, SSA and DDSE cum DPO, SSA.
Addressing the participants, SSA district programme coordinator Biri Tach gave an overview of SSA and the importance of SMC and local authority to run the school in a mission mode in context of Right To Education (RTE). He also advised all SSA teachers to put their best efforts to improve the education scenario of the district.
Planning coordinator Rigio Tapi suggested SMC to prepare their own school development plan.
Community Mobilisation Coordinator Langbia Rima highlighted the role and responsibility of SMC and Head Teachers. She also pointed out Public Private Partnership (PPP) modules in education sector to uplift the education scenario in the district.

PASIGHAT, Jan 24: Education Minister Bosiram Siram today informed that state government has approved constitution of a Session Court at Pasighat separating the judiciary from executive. LM deptt to revamp revenue collection
ITANAGAR, Jan 24: Parliamentary Secretary Land Management etc. Padi Richo has initiated various measures to be taken by the land records and survey officers (LRSOs) to revamp the revenue collection of Department of Land Management (LM).
Attending the coordination meeting of LRSOs convened here recently to discuss about the various developmental activities of the Land Management Department, Richo said that he had advised all deputy commissioners to conduct the District Land Allotment Advisory Board (DLAAB) meeting in every 3 months and forward all the cases of land allotment to the government for necessary approval. “If the district administrations follow this instruction, the Department can earn more revenue,” he said.He informed that the Department has planned to purchase modern survey/ drawing equipments to speed up the survey of all land in the state.
Taking note of shoratge of man power and vehicles in the department, Richo assured to take up the matter with the government for providing sufficient land management staff and vehicles for LRSOs in capital and other district headquarters.

ITANAGAR, Jan 24: Adi Agom Kebang (AAK) in its 10th general conference held at Yingkiong today unanimously reapproved the Adi Merey (Scripts) especially vowels which were approved during its Ruksin conference in 1999 and it will continue until any further modification is made in future.

Encroachment a major problem
Dear Editor,
This is in relation to the issue raised by AAPWU regarding encroachment of land by private individuals.
Though I am an ardent supporter of such good cause, I think it is too late now as almost all the vicinity of government quarters has been occupied. If we go around the different sectors of Itanagar and Naharlagun township, every where, we will find construction of private buildings especially in the lawn of the government quarters. Though many have raised this issue, there is no sign of halt, rather it has been seen that such constructions are being intensified.
I think, hardly a very few government quarters have been left without encroachment.
On the other hand, the parks in Capital -
Who is responsible for such encroachment? Whom we are to blame? What will be our future? These all needs to be examined and necessary corrective measures are to be taken by the authorities before it is extremely too late.

Educated youths, contract work and Govt offices
Dear Editor,
I am deeply pained to see the prevailing unpleasant system in Govt offices in our state. Obviously this must be a new system in world politics which is brand Arunachal politics. Under this system politicians prefer to give priority to illiterate people with criminal background and people who use force and not even mind to risk other life for their selfish interest.
It is true that when educated youth putting best dress visit Govt office and approach the officers in all possible polite manner to get some favour in form of small contract work from different government schemes to manage their livelihood, they have to return empty handed. Officers tell these youths about govt. technical provision and complexity in awarding contract works under the schemes and blackmail these youths as they are intellectuals and can be dealt you easily. Finally officers say sorry and youths have to return empty handed.
What adds more frustration to such educated youths is that some officers are ready to award work from same schemes to the people who visit director office by wearing short or track pant who at any time is ready to slap them, hold their color and use foul language against them. In this case, all technical complexity attached to schemes seems to be vanished.
So the moral is, in the prevailing system in Arunachal, educated and decent men have no place. It seems there is no difference between educated and uneducated in Arunachal Pradesh.
I think, these kinds of new problems are created by our public, political leaders and officers as they are giving more importance to them.

Crisis in global labour market
According to annual report on global employment prepared by the International Labour Organisation, there is an urgent need to generate 600 million jobs over the next decade to sustain economic growth and maintain social stability.
The report says after three years of continuous crisis conditions in global labour markets and against the prospect of a further deterioration of economic activity, there is a backlog of global unemployment of 200 million. Moreover, more than 400 million new jobs will be needed over the next decade to absorb the estimated 40 million growth of the labour force each year.
The Global Employment Trends Report also said the world faces the additional challenge of creating decent jobs for the estimated 900 million workers living with their families below the US$ 2 a day poverty line, mostly in developing countries.
The report paints three scenarios for the employment situation in the future. The baseline projection shows an additional 3 million unemployed for 2012, rising to 206 million by 2016. If global growth rates fall below 2 per cent, then unemployment would rise to 204 million in 2012.
